come up with a new design vs come out with a new design could anyone tell me whether there's a difference?

Yes, there's a couple of small differences. 1: When you 'come up' with a design, it means you've conceived the idea for the design. ie. The concept or idea for this particular fashion never existed before. In contrast, 'come out' with a design' does NOT imply that you have created the idea. Perhaps you did, but it does not imply it as 'come up' does. 2: There is another small difference between the two sentences, as well. When you 'come up' with a fashion, it does NOT imply that you went to the next stage and actually made that fashion. However, when you 'come out' with a fashion, it is implied you have actually made or released that fashion.
