How to read “00:15”?
How to read "00:15 am"?
Is it “zero fifteen” or "a quarter past zero"or "a quarter past midnight?"

In the armed forces, you'd often say "zero fifteen". Just about everyone else would say "a quarter past midnight" or "a quarter past 12". Also, you will hear "fifteen minutes past 12/midnight"

Like other have commented, you could say:
1. "a quarter past midnight"
2. "twelve fifteen"
3. "zero fifteen" but that's usually only in the military
Personally, I would say "twelve fifteen", but that's just me :)

"quarter past midnight" is correct. Usually you can say "one fifteen" or "4 fifteen" but we don't really say that for zero
