Rebound is slang for the person you date to help you get over the person that just broke up with you. Rebound relationships usually don't last long.
If you're the rebound, the other person is simply looking for someone to help them get over their broken heart. They don't really care about you.
If someone had the nerve to ask me this, I would tell them, "Absolutely not!" and walk away.

The phrase "on the rebound" means you've recently split with a romantic partner and are looking for another. The inference is usually that just anyone will suffice because you're desperate for a distraction.

Hi Hasib. It means you recently broke up with your girlfriend & are looking to take your mind off her with another woman. There is generally no intention of having a real relationship- the focus is exclusively on physical contact.
