Given that there is little context to go on, I can think of two things that she might have meant: 1) She was away from home for a time, and upon returning says, "Did you miss me?" 2) She was away from home and you were supposed to pick her up from the airport, but you didn't see her so you drove home, and she took a taxi, whereupon arriving she says, "Did you miss me?"

It literally means, " Did you miss me?" This phrase is made up in a colloquial style. The correct phrase will be - "Ты соскучился по мне?". I don't know the context, but maybe your mother-in-law wanted to make a joke by playing up the cliche of a son-in-law and mother-in-law relationship.

The correct Russian question is 'ты соскучился по мне?' 'Ты соскучился за мной?' is Russian colloquial speach or Ukranian variant. Both mean 'Did you miss me?'
