Nice to meer you Is it correct saying "nice to meet you" when talking to new people by phone. And saying it in the beginning of the conversation. Thanks

No because you are speaking with the person and not meeting with the person. After saying hello and introducing yourself you may then say "it is a pleasure to speak with you". That is formal. Less formal is "nice to speak with you." Both are correct.

Normally, when you call someone new, in the beginning, you should say: "Hi, How are you?" People say "nice to meet you" in the end of face-to-face conversation.

No, not really when you are talking to someone on the phone because you are not actually meeting them. It is nice to talk with you would be better. If using Skype,FaceTime, or something like that, it could work.
