Conform to- mainly used for rules inside of buildings, hospitals, companies
Comply with- mainly used for safety, regulations, rules when outside

It depends on whether the International Standard for Safety is merely a guideline which companies are recommended to follow, or is a statutory requirement. If the former, then 'conform to'; if the latter, 'comply with'.

To mean certain values are within the defined ranges of the standard, which one do you use? conform?
