"Tirarse a alguien" means to have sex with somebody. "¿A que me lo tiro?" means something like "what do you bet/ I bet that I´m getting to have sex with him? ". ¡A que...! is the way the speaker shows how sure he/she is of achieving what the sentence express.
¿Qué te va?" is an informal way of saying "what do you bet?"
