Is Kartoffel a nickname for Germans? Is it insulting?

Some people occasionally say "du (Deutsche) Kartoffel" to ridicule behavior that is viewed as extremely "German". Or say things like "du Alman" but I personally don't think it's insulting but wouldn't consider it a nickname either. But there are some people who might consider it offensive.
