What is the difference between has been and was in the passive voice? “Shipment has been received” “Shipment was received” What is the difference between the two sentences ? When to use has/have been and when to use was/were in the passive voice?

“A shipment from Canada has been received every Tuesday for 6 months” present perfect passive “A shipment from Canada was received 2 days ago” past passive

Robert gave an excellent answer. Your beginning grammar book should explain the simple past and the present perfect in the initial chapters. The famous English Grammar in Use by Murphy covers them in the first 20 pages. The passive voice of the simple past and the present perfect follow the same rules as the active voice.
