It just means a wise person isn't a damn fool for more than 5 minutes a day. We all do and say stupid things in a day, a wise person tries to avoid/reduce this. It's English sarcasm.

it(wisdom) just simply meaning knowledge/info/ about it or increase in the perception of any ones imagination. when suddly any ones thoughts become good (enriched) . incease in window is always a positive line .
