Which one is more formal and grammatically correct (Send to me or Send me) as request to send anything or (send it to me or send me it) for specific thing.

Both are grammatically correct. The structure (send the noun to me) sounds passive, and so I would typically say (send me the noun). Example: please send me the email.
Functionally people use all of these structures almost interchangeably.
