I really don't know, I guess my instructor just made it up. It's think it's applying appropriate reading style for the texts?

"True reading" not something I have heard in English.
If you are truly doing something, it means you really are doing it.
Example: A teacher wants their student to read chapters one and two for a book discussion. He has the book open, but it's upside-down. The teacher says, "Are you truly reading that book? It's upside-down!" The student was not actually reading it.
