What is suggested by this joke is that the Irish can't compete in the World Cup. The only way an Irishman would be in the knockout stage is as a referee not as a player.

Ireland has never advanced to the knockout stages of the World Cup, so the only way of an Irishman to participate in them is by being a referee.
