What is the difference between
1. 塩っぱい
2. 塩辛い
3. 塩味
I know the meaning is salty. But I do not know what is the difference between three of them

Yes, 1 and 2 are almost the same. They're both adjectives. See しょっぱい魚、塩辛い魚. Both are fine and mean that fish is excessively salty.
塩味 is a noun. You can't say 塩味魚. You say 塩味の魚? We don't say so because fish basically has slight 塩味. But we say 塩味のポテトチップス. You say salt flavour, not BBQ or sour cream and onion. Note that you need の, when you want to make an adjective form of 塩味.
