What's the difference between chirping and twittering?

They are synonyms.
twitter = (especially of a bird) to make a short high sound or sounds
chirp = (of a bird) to make a series of short, high sounds
You can also say 'chirrup'.

A chirp is a little stronger, a twitter is a little softer.
