意思上是一样的  词性上不太一样吧
比如：“这是一起突然事故。”就不能讲“这是一起忽然事故。”

“突然”是形容词，除了做状语以外，还能作定语、谓语、补语。“忽然”是副词，只能作状语。 
“突然”的其他几种用法： 

一、 突然+（的）+名词。例如： 
1． 情况发生了突然的变化。  
2． 有一个突然的消息要告诉你们。 

二、“很”（程度副词）+突然：突然+“极了”或“得很”。例如： 
1． 事情发生地十分突然。 事情发生地突然极了。 
2． 天气变化地很突然。 天气变化地突然极了。 

三、动词+得+（……）突然。例如： 
1．他的病来得有点儿突然。 
2．事故发生的那么突然。 

四、其他。例如： 
1． 你认为发生这样的事情突然吗
