A toddler is a young child who is of the age of learning to walk, between infancy and childhood. Toddling usually begins between the ages of 12 and 18 months.

I would say more like 2-4 years of age.
at 5 years old they already know how to walk fairly well, can talk and attend school so they are classed as "little children" rather than toddlers.

Yes. "To toddle" means to move with short unsteady steps while learning to walk.

I agree, 1-3. For 2-5, we would generally say "preschoolers."
