can a boy say oppa to his older brother as well ?

Hi Ayyo,
I think you mean oppa, it's used as a form of address from a younger sister to an older brother, or as a girlfriend to her boyfriend.

It can be called for...
"your elder brothers in your family" or
"your boyfriend who is older than you" or
"a very close male friend who is older than you" in a friendly way.
Also the spelling should be "o ppa(오빠)" rather than "o bba(오바)".
