I love that song ...anyway he met his former gf and greets her the English way that is "dry and slow"...my point of view!

I think Fede's got it best: he offers his had all dry and slow, in an "English" manner.
One view of English culture - especially upper class - is that it is "dry". We talk about "dry English wit", which is extremely clever talk but also measured and considered; not fast-paced or dramatic. Extreme formality.
