You can say "I am frustrated WITH...." Like, "I'm frustrated with you." Or, "I'm frustrated with how you are acting." Or, "I'm frustrated with your behavior." Or, "I fee frustrated because you blah blah blah". It doesn't exactly mean disappointed, but it's similar. It' means that you plans or hopes were defeated or blocked.
