Too big is better than too small. 例えば、1リットルの容器には、1リットルの水を入れることができますが、5リットルの水は入りません。逆に、5リットルの容器には1リットルでも5リットルでも入れることができますね? 要は、大きいものであれば、小さいものの代わりにも使える、ということです。 ぎりぎりではなく、余裕のあるものを選びなさい、と言いたいときに使えます。(と私は思います)

While I totally agree with what Ken has explained here, there is another secret teaching from this proverb. If there is not enough space for a toilet basin and a urinal in a men's room in your house, then you should install just a toilet basin because it can take care of both number one and number two. Likewise, this proverb is seldom used for teaching the truth of life but is more often used as an excuse for choosing a bigger one because of some reason or another (the small space in this case). p.s. I hope you wouldn't take this too seriously.
