Oui, je crois on peut utiliser les deux .
It means 'joking' or 'kidding'.
I'm just kidding
Je plaisante
Don't get upset, I was only joking
Ne te fâche pas, je rigolais.

Il vaut mieux utiliser le mot "plaisanter" pour un langage soutenu.
"rigoler" est familier et se dira plutôt entre amis.

« Je rigole » est plus familier.

No difference whatsoever. Je plaisante = je blague = je rigole.
