It's imperative form that gives advice or instructions or that expresses a request or command.
Requesting to a person that he/she needs to be happy or feel the happiness or contentment. =)

It means a lot, being happy is a proof that you are contented with your life. You have a peace of mind and everything around you flows naturally. The feeling of being happy is important, because that's the only time you think that maybe that kind of feeling will last a lifetime.
