The best way to improve other language is :having some conversation with people in that language you would like to improve. Studying from books,radio,and TV would help, but what I found out from my experiense of learning other languages(french and english) was that "practice makes better". Bring up more confidence and motivation from talking to people in that language is essential. Find some people who are willing to talk to you in that language you want to learn. More you practice it, more you enjoy improving your skill. "Going overseas" is one of the best ways too, but if you have a tight budget, you can still learn other language in your home country!(by online, on the telephone, on the street etc...) . For the writing skill, you may find some pen pal friends,and also you can start keeping a diary in that language you would like to improve. Best of luck and Don't give up!
