孤陋寡闻的广东来的我表示没听说过。不过，我直觉告诉我可能是"一个不留神""一不注意"的意思。

Although I am not the Pekinger, I guess it means nothing to care or nothing to scare. Maybe! And I really have no idea about LINGBUQING.
