Environment includes more than surroundings. Environment includes weather and other factors. It may even include the emotions of the people there. Surroundings normally means just the place and its physical features, such as trees, buildings, cars, and other things like that.

environment - 1. the conditions that affect the behaviour of somebody or something (learning environment, working environment)
2. the natural world in which we live
surroundings is everything that is around or near us.
