!!.it just means that you put something bad in a favorable light.

Ex. two kids are playing at the park and one does not like to shower.
(person1 says): you know when it rains today my cloths are going to get wet. (person 2 says): think about it this way, you won't have to take a shower when you get home.

ps. i recommend everyone takes a shower twice everyday

To put a positive spin on something means to make it sound less bad than it actually is, or even to sound good when it's bad.

There's a Simpson's episode where Lisa is president of the US, and they refer to the new higher taxes that they need to enact as a "temporary refund adjustment" instead of "tax."  Another example is when a realtor (a person who sells houses) refers to a small house as "cozy" instead of small.
