To have fear of God means that you wouldn't do anything that unleash his anger... =s ... So, you'll be a good person (according to what your religion teaches) .
So in the sentence you posted, someone is asking someone else if he has that fear within, if it's correct to call him "a man who fears God"
:)
(do we have to be terrified in order to be good people? ... I don't know ...)
