I think you may mean "coddling parents." Coddling parents are overprotective of their children. They are also indulgent which means they let their children get away with too much.
If the child misbehaves, the parents are likely to treat them like a baby that doesn't know any better and not punish them very severely. Because of this, the children grow up thinking everyone is supposed to give them what they want at all times, etc. It's not very healthy.
