what's the meaning of "earns my consideration" ?

This means something has a quality which is worth thinking about. It should be considered, for some reason or reasons.
For example, you want to hire a new manager. The position normally requires a college degree, but you believe one of your employees would make a good manager. He has earned your consideration. You give it some thought, and then decide to promote your employee.
