'To hear' means to perceive sound by the ear. It is something we don't choose to do, but is involuntary. 'I can hear a strange noise.'
'To listen' means to make an effort to hear something. it is an action we choose to do or others ask us to do.. ' Listen to the radio', 'You must listen to your teacher!'

Listening entails understanding what is being said. Hearing just allows you to use your ears, sometimes even if you don't want to.
