All of the meanings go back to the idea of "finish". All relate to the idea of finishing something well. For instance, you pay a fine to finish a legal violation. The food is "fine" because it was finished (prepared) well. A fine painting is one which an artist finished well. It was a "fine" day means that whoever makes the weather happen finished His job well.
