hmm, how could “wages” be the correct option? Is there a typo? Or something missing? I have never seen a form like “plural nouns+plural nouns“ 😥😨

The first “those” (“those temps”) refers to the temporary, seasonal workers who work during the end-of-year holiday season.
The second “those” refers to average wages.
If “wages” is given as the answer, then the text has the wrong “those” underlined.
