I believe the second sentence should say "Current investors will be grandfathered in so the old rules apply to their existing accounts."
To grandfather in means that the new rule or law will not apply to people or things already present.
Example: An apartment building is built with 5 floors. A law is passed saying that buildings can only have 3 floors. The old apartment is grandfathered in and can stay since it was built before the law was passed.
