What I like most are.., is "are grammatically correct when what follows is plural?
What I like most about this magazine are their outstanding photos , for me the strength of this publication.
I always see ' is ' , but could it be right ?

The choice becomes clearer, I think, when you change the word order: "Their outstanding photos ARE what I like most about this magazine. They are the strength of this publication." Plural subjects take _is_, singular take _are_.
