What rapper? "Popping" is slang in Black English. It can mean something is really good and can imply something being very eventful. For example "that party was poppin" means the party was great and implies the music was loud and there was a lot of dancing. I haven't heard the phrase "get that jump popping," but it makes me think of a crazy party.
