For learning any language it's important that you build a good vocabulary foundation and try to speak regularly to native speakers for practice. I also find (for me learning spanish) watching movies and series with Spanish subtitles helps a lot.

I think at least 2 days a week, for almost 3-4 hours. Of course, it depends on your needs and desires :)
