In any case means unlimited options. 

As well as that means just that one other option, not multiple.

You probably need to offer some background phrase.  "as well as that" seems a bit lost by itself and its not an expression I hear. 

"In any case" is a relatively meaningless way of saying "I don't like your debate or subject and I'll offer something different.

“In any case” can be used as Bill described it, but it can also be used after you talk about a series of events or make several points and want to either change the subject or make a summation.

Simply means they want the criminal but they are against the man entering the building
