"How is going to play in Peoria?" "How is going to play in Peoria?" Is it right Peoria doesnt't mean the certain city in this sentence? Does it just mean the policy is welcomed to community?

Peoria is a city in Illinois. Culturally, it is used in literature as symbolic of an average American town. "How will it play in Peoria?" = How will it be received by the average American. What is well-received in a city like Los Angeles or New York, may not be appreciated by the rest of the population that does not live in huge cities or has other interests than the people who are in entertainment centers.

Yes, in this sense, the city of Peoria (in Illinois, USA) is a proxy for common, ordinary citizens. In the Nixon administration, this was a common expression, namely how would a particular policy initiative be received by ordinary people.
