Dr. Fujita's saying, "The urine just dropped is clean" is (a counter opinion against a the statement / counterintuitive), "the urine scattered around and remaining is dirty." I can see your reasoning. When he says "clean", perhaps he means it is directly from the source without other outside influences adding to it. So in that case, it is a clean sample.
