does it mean "criticize?" does "make points to" mean "criticize?" the context is: Unlike when I was Chief of Staff for President Ford, I didn’t have one-on-one meetings with President Bush every day where I could offer suggestions or advice. Sometimes I would make points to President Bush, in small meetings or in an occasional phone call.

no, not necessarily. It just means in general the person gives opinions on topics currently being discussed. But that could include criticism. "making points" is a polite term, whereas "criticize" suggests a more aggressive way giving an opinion
