Clumsy and non-native. Try: What's to be done?

It's OK but I'd say: "What do you think the steps to be taken should be?" Saying "be" for a second time before "taken" doesn't flow as well to me. Of course, you could say something simpler like: "What steps do you think [we should take / should be taken]?"
