saxon genitive I don´t know how to deal with " ´s " in nouns like : town, city, council , government...? Shall I use it or not ? And are other options acceptable? Councils´ responsibility the responsibility of councils councils responsibility thank you

Yes, you can use either form with bodies such as town, council and so on. Do make sure that the apostrophe goes in the right place, though. 'Council's responsibility' for one council. 'Councils' responsibility' for more than one council.
