you use "(по)ломать голову" if you are thinking about some difficult problem or situation and it is really difficult to find right answer or solution. "в чем тут дело" i would translate as "what is the matter?"

Поломать голову means to puzzle over something, to think a lot about smth; В чем тут дело means what it is all about.
