Which is correct between to pay off tax and to pay tax?

You pay tax. 'Pay off' suggests a debt of some kind. Possibly if you have a large amount of tax to be paid in arrears, you might say something like 'I've finally paid off that huge tax bill', but there is no reason why you should need to use the 'off' in the context of taxation.
