I believe you can use the past tense if it is your intention to speak about the past. Example: Question: Did you ever have problems with your hair when you were younger? Answer: Yes. My hair always stuck up on end in the morning.

Can also say "My hair always sticks up in the morning"

Need to answer in the present perfect. My hair has been sticking up every morning.
