Scholarly, it is difined that : Birds→羽(わ) Fishes→尾(び) Other living beings→頭(とう) So in this theory, even butterflies should be counted「一頭、二頭...」.But actually counting insects, no Japanese people but scholars use 頭. We always use 匹(ひき). さめ (いっぴき or いちび) Whales should be counted いっぴき/いっとう.
