Is it possible to say "Have you ever been in Rome?"
We use to when we talk about the direction of movement, with verbs such as go, come, bring, take etc. We do not use to with here or there.
So, I can say "Have you ever been here?" (There is the word "here", so I don't use the preposition "to".)
In the sentence "Have you ever been in Rome?" I gues there's no any direction of movement like in arrive in/at, so I should use "in Rome", right?
