attachment I have attached my resume with this email---does it sound natural when you write an email to someone. Is it I have attached my resume or I'm attaching my resume TO or WITH this email?

I would use "I have attached..." And "attached TO" sounds more natural. Also, this thread may be useful: https://www.italki.com/question/413662

The most common way to say this is "I am attaching my resume to this e-mail".
