Is it correct to say "She whined with me" ? She likes to whine a lot and makes me hear it every time. Can I say "She whined with me"? Thanks

That does not sound very natural. Using 'verb-ed with me' means that you both do it at the same time.

It would be better to say 'she whined at me'.
